Clintons Predict 9/11-scale Attack

According to Time, part of Bill and Hillary Clinton's fundraising pitch to big donors is:

that the U.S. will probably suffer a terrorist attack on the scale of 9/11 after the next President is sworn in — and that Hillary is the only Democratic candidate capable of handling such a crisis because of her Senate Armed Services Committee tenure and her years in the White House.

Is this widely believed in intelligence and defense circles? Anybody know if other Dem candidates are using this in their strong-arming of donors?

This seems shady if it's not backed by actual intel, and it seems even shadier to be quietly discussing the possibility (rather than raising the alarm to the public) if it is backed up. Anybody have more info?
