Administrative Efficiencies in Health Care

Ezra Klein is digging through a great OECD health care report, and I just want to grab two charts in that report for further discussion.





Just eyeballing these two descriptions of health care financing mechanisms, one is simple and has few locations for administrative overhead to coagulate, and the other is a Rube Goldbergian nightmare. Which one do you think has more care delivered per dollar spent?
