Norman Podhoretz, advocate for war with Iran, responds to the NIE with evident bitterness here. I think this short essay should be viewed as a historical document, as it lays out the new talking points that will be used by war advocates.
In so far as SecDef Gates and Condi Rice are viewed from the outside as a less saber-rattling faction in the administration, I think it's clear that they have won the day.
