Gates Blackmails Turkey And Dems In One Breath

I'm not a Democratic party insider, not even a member, but this seems to me like out-and-out crap:

Gates told his Turkish counterpart that a major incursion into northern Iraq would hurt the Bush administration's efforts to stave off a positive vote in Congress on a resolution that would declare the World War I-era killings of Armenians a genocide. Armenian advocates contend the Armenians died in an organized genocide.

Is the implication that the Dems would dig their heels in more because Turkey crossed the border even remotely true? Or is my reading correct - that Gates is basically threatening the Turks that Bush would drop his resistance to the resolution and threatening Congress that the administration would then blame the Dems?
